Horizons Academy is a satellite program to Two Roads Academy - we open our doors October, 2025 to elementary aged students in the Northeast Kingdom. Our Newport location is excited to be serving local students.

Who We Are at Horizons Academy

Horizons Academy is an approved therapeutic elementary school located in Newport, Vermont, serving students in Grade Kindergarten through 5th Grade. Horizons strives to provide a therapeutic environment which meets students where they are at, and by teaching social and emotional skills to all students.


Students are referred from their sending school; with student teams being welcome to submit an enrollment application at any time, either electronically or by mail. Out program has a rolling enrollment process, contingent on openings. Enrollment is voluntary, with our enrolling students who are willing to engage in treatment.

Our program has licensed Special Educators on staff and partners with LEA’s to serve students who have an Individualized Education Plan. We also serve students who are on 504 Plans or for whom, otherwise, the general education setting is not the best fit.

Horizons Academy prides itself on offering a student-centered, therapeutic learning environment that meets students where they are. We believe in providing students with opportunities to develop the skills they need to successfully access their educational environment.


Our Purpose:

Our purpose is to support students in developing the skills necessary to transition back to their sending school. However, we recognize that each student is unique, and returning to their sending school may not always be the most appropriate option. We collaborate closely with each student and their team to determine the most suitable and least restrictive placement should they age out of Horizons Academy.

Social and Emotional Learning

Social and Emotional Learning (SEL) is embedded in everything we do at Horizons Academy. Students receive consistent social coaching and support from our highly qualified staff throughout each day and across all settings. In addition, each student participates in individualized SEL opportunities through behavioral support and social and emotional lessons.

At Horizons Academy, we use compassionate Applied Behavior Analysis—meaning that social validity, student voice, and compassion-based behavior interventions are at the heart of our practice. Individualized behavior support plans are developed through file review, direct observation, and ongoing data collection and analysis. These plans are designed to give students opportunities to learn and practice functional communication skills and prosocial behaviors that help them better access their education and community.

With this highly individualized, function-based approach, we ensure that we can always meet students where they are and provide effective therapeutic interventions to help them reach their goals.

During a student’s time at Horizons Academy, we provide direct instruction and guided practice in the area of social and emotional learning. We recognize that functional communication and self-regulation are skills many students need to develop. We believe that by helping students explore and understand their emotions, they become better able to self-regulate during times of stress or anger. Furthermore, teaching students how to express their emotions and ask for what they need is a key transitional skill that supports long-term success.

Transgender and Gender Non-Conforming Students

All students need a safe and supportive school environment to progress academically and developmentally. Many questions arise for students and school staff when considering the best support for transgender and gender nonconforming students. The Continuing Best Practices for Schools Regarding Transgender and Gender Nonconforming Students are designed to provide direction for schools to address issues that may arise concerning the needs of transgender and gender nonconforming students.
